[There's some time before the next letter arrives. Mostly because Sparks did a lot of arguing with his moogle about this and what sort of letter he should be sending back. She's right, he needs to be diplomatic.]

Okay, see, I could have almost believed that, had you said that first off. But you didn't. So I'm calling foul here.

You could tell me no. Or you could say yes, give me a chance to show you what I know, and have someone with a load of experience on your side, and who doesn't want to sit around sucking up your resources anymore for nothing. Your call.

[ There is no written reply with the returning letter. Instead there is a page that's been ripped from a book abruptly, full of articles and laws. One has been circled in red and stipulates that Aqurean nationality is necessary to get into administrative employments, law enforcement included.

There is a note written at the bottom of the page-- Not Biggs' handwriting, so presumably it was written by his Moogle after Biggs told him to post the letter. ]
