One mun can app two characters from the same canon so long as they have no reasons to seek each other out and have CR. For example, you could not app both Squall and Edea from Final Fantasy VIII, as both characters share an obvious connection in the game. You can however app two characters who would never feel the need to interact with each other, such as Laguna and Raijin.
